Security Guard Services for EUAM Ukraine

The proposed Framework Contract for the period 1 June 2027 to 31 May 2031 will ensure the continued provision of security guard services required to protect Mission personnel, facilities and assets, while enabling the uninterrupted implementation of the Mission's activities throughout the contract period in accordance with the EEAS Minimum Security Operating Standards and the EEAS Field Security Policy. The selected contractor will provide security guarding services for the EUAM HQ, Mission facilities and field presence on a 24/7 basis, including, but not limited to, the following services: a) Physical protection of Mission personnel, premises, equipment and other assets, including parking areas where applicable, as well as the accommodation of international Mission Members, in accordance with the highest applicable safety and security standards. b) Security services at Mission facilities, including access control during office hours, vehicle and visitor screening, internal and external patrols outside office hours, incident reporting, and monitoring of CCTV systems, intrusion alarms and fire detection systems. c) Security Response Teams (SRTs) responsible for monitoring designated patrol areas and responding to alarms or emergency calls at Mission offices and/or the accommodation of Mission Members.

The average annual turnover of the candidate of the years 2023, 2024 and 2025 must exceed EUR 1,000,000.00

(a) At least 20 staff currently work for the candidate in fields related to this contract; (b) The candidate shall have the legal capability to provide security services throughout Ukraine during the whole contract implementation period. (The candidate shall describe his compliance with this criterion in Section 5, Areas of Specialization of the Request to Participate form.)

(a) in the last 3 years preceding the deadline for submission of requests to participate, the candidate has successfully provided services under at least 2 contracts, each with a value of no less than EUR 500,000.00 or under one (1) contract with a value of no less than EUR 1,000,000.00, in the area of security guarding services. Where the candidate participated in a contract as a member of a consortium or joint venture, only the value of the services actually performed by the candidate shall be taken into account for the purpose of assessing compliance with this criterion.
