Interested suppliers are invited to participate in a dynamic procurement scheme for the procurement of asphalt with laying out. All tenderers included in the dynamic purchasing system can submit tender offers for each competition.

Requirement: Tenderers shall be registered in a company register or a trade register in the country where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex. Documentation: Company Registration Certificate or equivalent from the tenderer's home country. Documentation for Norwegian tenderers is not required to be submitted. The contracting authority will check the necessary information in the Brønnøysund Register Centre itself. If this is unclear, documentation (a Company Registration Certificate) can be required.

Requirement: The tenderer shall have sufficient financial strength to be able to fulfil the delivery. Documentation: The tenderer (i.e. the tenderer) shall present a credit rating from a certified credit institution/company. The credit report shall be based on the last known accounting figures. The credit assessment shall include a so-called rating (credit rating, part judgement and historical rating). The credit rating shall not be lower than score A (credit worthy) or equivalent if a different rating is used (assessment of figures). Tenderers with a rating lower than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered. Newly established tenderers shall not be worse than AN (creditworthy newly established companies) or equivalent if a different rating is used (number rating). If the tenderer believes additional information is necessary to prove his financial position, it must be enclosed without the Contracting Authority requesting it. The contracting authority can also require further documentation if there are uncertainties in the above mentioned information.

Requirement: Experience from comparable contracts is required. Documentation: Description of the tenderer's three most relevant contracts in the course of the last 5 years. The description must include a statement of the contract ́s value, date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider.

Requirement: Tenderers shall have a quality system/quality assurance standard adapted to the delivery, hence routines for using roadworks warning for asphalt work. Molde municipality is also included in the scheme "Trafikksikker kommune" in cooperation with Trygg trafikk, and the following particular requirements therefore apply to the quality system: the quality system shall include: a tender for securing cargo in accordance with the current laws and regulations; routines to prevent technical overloading of the vehicles and to ensure that regulations on the vehicle ́s weight, load and length are followed; routines for using seat belts; routines that comply with the driving and resting time and working hours regulations; routines that take care of the driver ́s attention in connection with the use of telephones, ICT (PC), music system, audio visual equipment, navigation systems etc. Documentation: A description of the tenderer's quality assurance methods and quality assurance system/quality assurance standard. If the system is certified in accordance with ISO 9001 or equivalent quality assurance certifications, it is sufficient to enclose a copy of valid certificate ISO 9001 or equivalent quality assurance certifications, but the specific requirements described above must be described in addition.

Requirement: Tenderers shall have environmental management measures suited to the delivery's environmental objectives, environmental properties, complexity and risk. Documentation: A description of the tenderer's environmental management measures. If a tenderer is certified in accordance with ISO 14001, EMAS or Miljøfyrtårn or equivalent, it is sufficient to enclose a copy of a valid certificate provided that the environmental management measures are covered by the certification scheme.

Is the tenderer himself or a person, who is a member of the tenderer's administration, management or supervisory body or has the competence to represent or control or make decisions in such bodies, in the event a enforceable verdict has been convicted of corruption by a verdict handed down not more than five years ago, or a rejection period determined directly in the judgement that still applies?
