The klostergarasjen is an underground car park, located in the centre of Bergen, driving in from Jonsvollsgaten and access from Veiten/Markeveien, from Klosteret and from Valkendorfsgaten/Vågen. The garage was opened in 2005 and has a total of 13,960 m2 gross. The facility is established as a rock facility with the accompanying concrete structures and it covers the construction in several levels. The parking facility consists of six parking levels called plan A-F and has a total capacity of approx. 940 parking places.

The tenderer is registered in a company register or a trade register in the member state in which the tenderer is established. Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Minimum qualification requirements Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. The credit rating must show that the tenderer is credit worthy without security. The tenderer is required to have a minimum rating C (Low risk) in the credit company Creditsafe. Documentation: The contracting authority will check a credit rating carried out by the credit company Creditsafe, so the tenderer does not need to enclose their own credit rating. Newly established tenderers can submit a bank statement as proof of credit worthiness. If the tenderer is not registered in Creditsafe ́s registers, the company ́s last two auditor approved annual accounts shall be submitted upon request. If information in the above sources is not correct or supplementary information is needed to highlight the company's economic and financial situation, this can be provided.

Only for public building and construction works: During the reference period the tenderer has carried out the following work of the requested type. The contracting authority can require up to five years experience and allow experience from the previous five years to be taken into consideration. Minimum qualification requirements Tenderers shall refer to good experience that is relevant for the procurement as described in the procurement documents. The experience shall be of relevant complexity and extent. Each stated reference project shall include three or more of the following works: concrete renovation, constructive reinforcement work, work in parking facilities, bridge constructions, tunnel work, membrane work, re-asphalting, cover renovation, or other comparable concrete constructions. The reference projects shall include information stated in the ESPD form in Mercell. + The contracting authority shall provide the "recipients" in the field, as well as a gender neutral preferred with the name, telephone number, email address and role in the reference project. + In the field "Beskrivelse" there shall be a brief description of the project and state what makes the experience relevant for this procurement. Documentation requirement: Relevant experience shall be documented by stating 3 to 5 reference projects from the last ten years. The reference projects will be added directly to Mercell as a response to this requirement. The contracting authority reserves the right to also contact the recipients of the reference projects. If more than five reference projects are given, only the first five will be assessed. In addition to the stated references, the contracting authority reserves the right to emphasise their own experiences with the tenderer.

Minimum qualification requirements The contracting authority requires that all tenderers have implemented a quality management system that is satisfactory to ensure the quality of execution in this contract. Documentation requirement: Description of the company ́s implemented quality management system. A certificate shall be submitted for the company's quality management system issued by independent bodies that confirm that the company fulfils certain quality management standards, for example ISO 9001. If the company does not have such certificate, other documentation of the company's quality management system shall be provided. In such cases as a minimum the following shall be provided: + the system ́s name and detailed table of contents + general description of the contents of the system, including an overview of control plans and check-lists that are relevant for this contract. + an organisation chart showing the responsibilities in the quality management system. + a description of routines for internal control and deviation management (work with corrective and preventive measures). + a description of how the system will be used in order to ensure the quality of this contract. Documentation is required that the tenderer either has an Eco-lighthouse certificate, is EMAS certified, is certified in accordance with ISO 14001, or have a valid certificate from other relevant environmental management schemes or standards. If a tenderer does not have such a certificate, the tenderer must provide other documentation for environmental management measures that are equivalent to a relevant environmental management scheme or standard. Tenderers must also document that the measures are equivalent to those required in accordance with such an environmental management scheme or standard.

Under this award criteria, the contracting authority will evaluate the contractor's understanding of the project ́s challenges and the offered system for planning and carrying out the work. The three assignments below shall be answered. Each assignment is to be weighted equally under this award criteria. Assignment 1 - HSE and risk management Describe the most important HSE risks involved in implementing the project at Klostergarasjen and how these risks will be dealt with through planning, execution and control. Identify and prioritise the risks that, according to the contractor ́s assessment, are particularly critical for this project and describe concrete measures to reduce the likelihood and/or consequences of the identified risks. The description ought to include: project specific HSE risks and prioritising them. concrete measures to deal with identified risks work on and in existing supporting constructions. planning and follow-up of temporary support and stamping work control routines, responsibilities and documentation. safety for road users, the public and employees. Assignment 2 - Planning and execution with full operation Describe how the work will be planned and carried out so that the parking facility can maintain full operation throughout the construction period, including how the practical execution of the works will be organised, and how the challenges will be dealt with as a result of construction work and operation of the parking facility going on simultaneously. The description ought to include: staged execution and order of work planning and managing progress traffic management and maintaining the necessary access and driving patterns. rigging, logistics, goods deliveries and internal transport. coordination between activities and work operations measures to limit noise, dust and other disadvantages for users and environments. handling conditions that can affect the planned execution or operation of the parking facility. Task 3 - Interaction Describe how the contractor will contribute in the interaction phase and during the execution of the project. Describe how the contractor will contribute to developing and optimising systems, ensuring practical implementation strategies, as well as ensuring good information flow and efficient clarifications, without this being at the cost of quality, safety or lifetime. The description ought to include: organisation of the interaction and responsibility and communication lines. methods and routines for meetings, clarifications and decisions. information flow and documentation cooperation with the builder, engineering designer and other relevant actors. how the contractor ́s execution competence and experience will be used in the interaction phase. identifying and assessing possibilities for alternative or optimised systems. measures to reduce costs and/or implementation risk without reducing quality, safety or lifetime. how clarifications and optimisations are followed-up and incorporated in the further implementation.
