Dynamic Purchasing System for the Offsetting of the ECB's Greenhouse Gas Emissions

We wish to inform you about the new ECB's electronic tendering system which is available since 15 October 2024 and which affects only new suppliers, not yet admitted to this dynamic purchasing system (DPS). 1. New suppliers which are interested in participating in this DPS should send their expression of interest via email to procurement@ecb.europa.eu mentioning “PRO-006760 - DPS for the Offsetting of the ECB's Greenhouse Gas Emissions”. 2. Following receipt of the e-mail, the ECB will send the interested suppliers a form to be filled in with general company-information (e.g., contact person, email address, VAT ID (if applicable), etc.). The interested suppliers shall return the form, duly filled in, via email to procurement@ecb.europa.eu mentioning “PRO-006760 - DPS for the Offsetting of the ECB's Greenhouse Gas Emissions”. 3. Following receipt of the e-mail and duly filled form, the ECB will invite the interested suppliers to this DPS via the electronic tendering system. Interested suppliers will receive a system notification accordingly which will include the link to the DPS and related application documents. 4. Following the evaluation of the application documents the ECB will notify the interested suppliers on the outcome of the evaluation via Event Messaging of the electronic tendering system. Therefore, please keep your user credentials for the future; — In case you should have participated in ECB tender procedure(s) in the past which were conducted via the previous ECB’s e-tendering system, you nevertheless need to register once to the new e-tendering system to access ECB public tenders; — Your mere registration does not constitute an application/tender. You must submit your application/tender via the ECB’s electronic tendering system as further instructed in the application/tender documentation. The system reference number for the above procurement will be: PRO-006760 - DPS for the Offsetting of the ECB's Greenhouse Gas Emissions. To download the tender documents, log on to the ECB’s electronic tendering system with your login and password following receipt of the invitation to participate by the ECB. Expand the field ‘Status: Open’. Click on ‘[event name]’, ‘Intend to Participate’ and ‘Confirm Selected Lots/Line Items’ for the above procedure. Once the required documents have been attached click on ‘Submit Entire Response’ and answer the following question with “OK”. The following message will be displayed then: “You have submitted a response for this event. Thank you for participating.” The system closes the relevant procurement automatically once the deadline has passed after 30 days, irrespective of submissions still being edited from “Open" to "Pending Selection”. Only submissions that have submitted the entire response can be considered in the relevant tender procedure by the ECB. Any other queries relating to this procurement procedure and the content of the procurement documentation shall be submitted as message via the ECB’s e-tendering system (under the tab ‘Event Messages). The ECB endeavours to answer all queries as quickly as possible but cannot guarantee a minimum time response. The ECB shall not be bound to reply to queries received less than seven calendar days before the time-limit for the submission of tenders. The tender procedure shall be open on equal terms to all natural or legal persons resident or located in the European Union and to all natural and legal persons resident or located in a country which has ratified the World Trade Organisation Agreement on Government Procurement or has concluded with the European Union a bilateral agreement on procurement under the conditions laid down in the said agreements.
