Dynamic purchasing system (DPS) for leasing and purchasing of new and used vehicles

Telemark Innkjøpssamarbeid (TIS) intends to establish a dynamic procurement scheme for the procurement and leasing of new and used passenger cars and goods vans under 3.5 tonnes as well as minibuses with up to 17 seats, both fossil, hybrid, electric, hydrogen, gas, etc. The contracting authority would like the future vehicle fleet to be considerably more climate-friendly and environmentally friendly and therefore focus on purchasing and leasing vehicles that are fossil free as long as such vehicles fulfil decisive transport needs. Increasingly more focus on circular economy means that municipalities will increasingly consider buying or leasing used vehicles rather than new ones, but it is up to each individual municipality how they will handle this. The contracting authority would like a dynamic purchasing system for future procurements of a number of different types of vehicles. The vehicles that will be procured are primarily, but not limited to: •Private car • Multi-purpose vehicle (up to 9 seats) • Goods vans (all types including pick-up) • Minibuses (up to 17 seats) The scheme shall include the following options: •Service agreements • Repairs and the accompanying parts beyond the guarantee period. • Tyre hotel, tyres and tyre replacement • Loan vehicle/hired vehicle • Collection and delivery of vehicles for service, repairs etc. • Other accompanying services The tenderer, who would like admission in the scheme, shall also be able to offer a service contract, repairs with the accompanying parts beyond the guarantee period, tyre hotel, tyres, tyre replacement, loan vehicle/hire vehicle, collection/delivery and other associated services. The dynamic purchasing system is divided into seven geographical zones. Tenderers can apply for qualification (Stage 1) in one or more geographical zones as long as the qualification requirements are fulfilled. Tenderers are required to have the delivery of vehicles and workshops in the geographical zone for admission to a geographical zone. See the attached tender documentation and annexes.

Tenderers shall be registered in a company register, professional register or a commerce register in the country where the tenderer is established. Documentation requirements: Norwegian companies: Company Registration Certificate. Foreign companies: Documentation that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Tenderers shall have their tax and duty payments in the country where they are established. Documentation requirements: The certificate must not be more than six months old. The certificate can be obtained from the Altinn.no. The certificate shall not be older than six months, from expiry of the tender deadline. Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.

Tenderers must have sufficient financial capacity to fulfil the contract/assignment. The contracting authority will obtain annual accounts from the Brønnøysund Register Centre, www.brreg.no. If tenderers do not have their accounts available in the Brønnøysund Register Centre, the tenderer must enclose the last two years financial statements with the auditor ́s report together with the qualification request. The contracting authority will obtain a credit rating from Creditsafe. In order for a tenderer to be qualified, the tenderer must have a Company Score at Creditsafe, between 45 and 100. The company score between 71 and 100 gives an international score of A. The company score between 51 and 70 gives an international score of B. Company score from 45 and 50 equals one C in the upper "layer". Recently established companies with an credit rating, some foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always have a credit rating as documentation that the qualification requirement is fulfilled. In such cases, the requirement can be compensated with alternative documentation. In these cases the Contracting Authority will request alternative documentation. If the tenderer does not meet the requirements set for sufficient economic and financial capacity, the tenderer will be rejected. The contracting authority requires that the tenderer is connected to a marking workshop in the geographical zone that the tenderer is seeking admission in. Documentation requirements: Documentation of a publicly certified vehicle garage. If a tenderer will use sub-suppliers/collaboration partners to fulfil the qualification requirements and/or the execution of the contract obligations, a completed commitment statement must be enclosed (see annex 5). The contracting authority shall state that in Norway there are national rejection reasons. These shall be described in the procurement documents. Tenderers must respond to whether they are in one or more of the situations described in the national rejection reasons.
