Zweck

The overall objective of this Call is the selection of Artificial Intelligence Gigafactory (AIGF) Consortia, which will establish and operate the AIGFs and from which the Contracting Parties will acquire AI compute access time. More in detail, the specific objectives of this Call are as follows: - Selection of AIGF Consortia: Following a rigorous evaluation of the tenders by the EuroHPC JU with the support of independent experts, the Governing Board will make an award decision, establishing a ranked list of successful AIGF Consortia. - Procurement of Compute Access Time: To establish a framework for the joint acquisition of a guaranteed share of AI compute access time from the selected AIGF Consortia, formalised through the signature of a Framework Contract and a number of subsequent Specific Contracts with the successful AIGF Consortia. AIGF refers to state-of-the-art large-scale facility with sufficient capacity to handle the complete lifecycle, from development to large-scale inference, of very large AI models and applications, providing a supercomputing service infrastructure which is composed of AI-optimised computing capacity, a supporting data centre infrastructure including high-capacity storage and networking, dedicated secure cloud user access environments, and specialised secure AI-oriented support services for its advanced operations, all of which are supported by an environmentally sustainable infrastructure, in particular for energy and water supply systems.

Verfahren

This procedure is a multiple sourcing procurement envisaging the conclusion of 7 similar single framework contracts with multiple vendors to provide the requested services. The evaluation process will lead to the selection of up to 7 consortia to be awarded the tender (4 for Lot 1 and 3 for Lot 2). A framework contract will be separately signed with each awarded consortium. FOREIGN SUBSIDIES REGULATION applicability: Any economic operator participating in this public procurement procedure where the value of the lot or the aggregate value of all the lots to which the tenderer applies is equal to or greater than EUR 125 million, shall notify the contracting authority of all foreign financial contributions of at least EUR 4 million per third country received in the last three years prior to the notification pursuant to Article 28(1)&(2) of Regulation (EU) 2022/2560, or they shall submit a declaration pursuant to Article 29(1) of Regulation (EU) 2022/2560 listing all foreign financial contributions received in the three years prior to the declaration and confirming that such contributions are not notifiable. When no foreign financial contributions were received in the last three years prior to the declaration, a declaration is still necessary to confirm that no FFCs were received. Notifications or declarations shall be submitted by using the Form FS-PP available at https://single-market-economy.ec.europa.eu/single-market/public-procurement/foreign-subsidies-regulation_enIn case of unavailability or disruptions in the functioning of the electronic means of communication provided in Section 5.1.11 in the last 5 calendar days before the time limit for receipt indicated in Section 5.1.12, the contracting authority reserves the right to extend this time limit and publish the extension at the Internet address provided in Section 5.1.11, without a preceding publication of a corrigendum to this notice. Economic operators interested in this procurement are invited to subscribe to the call for tenders at the address in Section 5.1.11 in order to get notified when new information or documents are published.
