Gjøvik municipality is the contracting authority for the procurement. Procurements- the joint unit in the Gjøvik region is holding the competition on behalf of the contracting authority. Gjøvik municipality shall establish a fully fledged backup water system that shall strengthen security of supply for Biri and Gjøvik. A new water treatment facility shall be established at Biri as a part of the project. The contract is for engineering design services for and the erection of the water treatment facility. The contract will be carried out as a turnkey contract in accordance with NS 8407 and includes, among other things, the establishment of a construction pit with sheet piling and foundations, process basements and waterproof basins, process hall, technical rooms, administration areas, technical installations within HVAC and electro as well as the accompanying outdoor work. The contract has interface with other contracts for machine and process equipment, automation, raw water pump station and pipeline installations. The contracts for machinery and process equipment and automation can be transferred to the turnkey contractor. The procurement ́s estimated value is approx. NOK 180 million excluding VAT.

Tenderers are required to have a legally established company. Tenderers must have sufficient financial capacity to carry out the assignment. Documentation requirements: · Annual accounts for 2024 and 2025, auditor approved. · Credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with a licence to conduct this service and it must not be older than 6 months calculated from the deadline for submitting a request for participation in the competition. The contracting authority reserves the right to carry out their own credit assessments in an independent company. If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that the Contracting Authority deems appropriate. Tenderers shall have sufficient relevant experience. Documentation requirements: An account shall be provided of relevant reference projects carried out in the last 10 years. A total of four (4) reference projects can be referenced. The following information must be given on each of the projects: · Assignment and Project Description · The contracting authority and gender neutral preferred, including contact information. · Duration of the contract that the tenderer has carried out. · The value of the contract that the tenderer has carried out The account shall be given on the form for reference projects, Annex C. The tenderer is required, through a description of reference projects, to identify the relevance for the assignment. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been gained while the personnel have served another employer/business. The tenderer is required to use the template for CVs to present relevant competence and experience. The contracting authority can, if needed, choose to contact the references. Only the offered key personnel ́ documented competence and experience shall be included in the evaluation according to this criteria.
